The Province is the Local Autority between Regions and Municipalities. Represents and provides the interests of the local community, promote and coordinate the territorial development.

Is also in charge of the management of the public services that have for object the production of goods and services oriented to social purposes and to promote the economic, civil and cultural development of the local communities.

In respect of the indications of the regional plan, with the collaboration of the municipalities elaborates the Territorial Plan of Coordination, that determines the general organisation of the territory.

The competences and functions of the Province are in particular:

• Soil defence, environmental protection, civil protection,    water and energy resources protection.
• Cultural goods, road network, transports.
• Wildlife and flora protection, parks, hunting and fishing in internal water.
• Organisation and disposing of waste, regulation and control of water dumping, air and sound pollution
• Superior instruction, vocational and professional training, school building, employment agency.
• Economical and territorial planning.
• Transfer of competences from state to regions and to provinces. (administrative decentralization).
• The province has statutory normative and organizational autonomy, taxation and financial autonomy in statute and public financial coordination laws
